Taiwanese Government set up the Agriculture and Animal Husbandry Bureau under the Province Agriculture and Forest Hall in April, 1965, to effectively exploit the hillsides for advancing economic and smoothing over the pressure from the increasing population. The office was in Jhong-Shan Rd., Dongshih Township at first and then moved to No. 45, Southeast Street. The main business was to promote and assist the soil and water conservation and agriculture and animal husbandry government of the slopeland. There were only 15 members in the organization at the beginning time.

The Agriculture and Animal Husbandry Bureau combined the 2nd Workshop and the 3rd Workshop which was in the Jhu-nan town, Miao-li County, to “the 2nd work department” in February, 1974 and added the 1st, 2nd, and 3rd section, personnel office and accounting office into the organization. The members were also increased to 60 persons. Because the increasing members and the expending organization, the original office was short of space. The new office building was built in No. 21, Si-An St., Fongyuan, in December, 1976.

The Agriculture and Animal Husbandry Bureau changed the name to the Soil and Water Conservation Bureau under orders in December, 1989. We also changed the name from the 2nd work department to the 2nd engineering division of the Soil and Water Conservation Bureau for emphasizing the works on the mountain government and disaster prevention and soil and water conservation engineering. We also established a General Affairs Office in our organization chart. And the professional title of the organization supervisor changed from “Chief” to “Director.”

The new office building was built in 1992. We moved in and started to operate in the new office which was located at 22, Yang-Ming St., Fongyuan City in August, 1996.

Because Taiwanese Government trimmed and streamlined the Organization, we were changed to be subordinate to The Executive Yuan in July, 1999.

Because of the organization modified policy, the 2nd Engineering Office of Soil and Water Conservation Bureau was changed name to the Taichung Branch of Soil and Water Conservation Bureau.

In 2023, the Council of Agriculture was elevated to the status of the Ministry of Agriculture, and the Taichung Branch of Soil and Water Conservation Bureau was upgraded to the Taichung Branch of Agency of Rural Development and Soil and Water Conservation.
